How can I fairly distribute micro-tasks in a community archive project?

I’m trying to organize a community archive project, but I’m stuck on how to fairly distribute the micro-tasks so no one gets overwhelmed. Some volunteers have way more time than others, and I don’t want the same few people always doing the bulk of the work.

We started mapping tasks to rough time and letting folks pick what fits their week. We keep a shared calendar and a quick weekly check in. The key for me was setting a soft cap, like 3 to 4 hours per person per week, and rotating who signs up for the tasks. It slowed the folks who used to shoulder everything and kept things moving when someone was tied up.

That queue for micro-tasks blew up fast. People complained about fairness, one person always got the boring bits, and the coordinator ended up drowned in requests. We bailed on the queue and stuck to a rotating assignment instead, which was messy but at least predictable.

Maybe the real problem isn't distribution at all but that people don't feel seen when they pitch in. We had a week with three volunteers carrying most of the load and no one thanked them. I thought about a simple recognition note or a small badge, but it felt silly and fragile. Is recognition the real problem here?

A quick, weary line: we tried a rotating lead role for a month to spread responsibility, but deadlines will bite and someone ends up taking extra. We also did weekly checkins, and that helped a bit. Not sure what the next move is.
