How can I give my fantasy protagonist a distinct internal voice?

I’ve hit a wall with my fantasy novel because my protagonist’s voice feels flat and generic on the page. I know her backstory intimately, but when she speaks or narrates, she just sounds like every other chosen one in a quest narrative. How do you make a character’s internal voice feel distinct and alive without relying on quirks or dialect?

I started treating her inner voice like a map of what she actually cares about in the moment. Not quirks or dialect but the moment to moment logic of fear hope and stubborn resolve. I wrote what she notices what she hesitates to name and what she chooses to do next. In a tense hallway I had her notice the damp air and think the smell says this place remembers more than I do and that leads into a decision rather than a line about courage.

Another thing that helped was anchoring the voice to a single organizing impulse under pressure such as protectiveness or stubbornness and letting that drive the sentence rhythm. When she plans the lines run longer and more careful. When danger spikes the voice snaps to the point. I replaced adjectives with verbs so her choices feel concrete she tugs the cloak she checks the door she moves.

I tried a scene that starts with her waiting not acting and lets the mind wander around a small detail a torn map a nick in a blade a memory she wont admit aloud. The internal voice grew out of that hesitation and the little imperfect steps after. It felt closer to living though I am not sure if its distinctive or just slow.

Could the real problem be something other than her voice like what she wants from the story or the price of failure I chopped and shuffled scenes about the quest stakes and watched the voice shift but I keep wondering if the premise itself is steering the voice into the same old track?
