How can we create sustainable solutions for refugees beyond handouts?

I’ve been trying to figure out how to actually help people in the refugee camp I volunteer at, beyond just handing out supplies. The sheer scale of need makes individual efforts feel pointless, but I keep thinking there must be a way to support more sustainable solutions for them.
