How effective is bus lane enforcement with cameras in my city?

I’ve been trying to figure out if my city’s new bus lane enforcement is actually working. I see the cameras on the poles, but I still watch cars dart in and out of the lane during rush hour every single day.

I walk past that intersection every day during rush hour. The cameras are obvious, but cars still wedge in and out of the bus lane like it’s not real. I counted a few violations in a 15 minute window a couple of times last week.

I actually filed a complaint with the city after a near miss. They said they'd check the footage, but I didn't hear back and the same scene repeats.

Maybe the problem isn't the cameras but something else—the bus timing, the lane ending, or driver habits. Is the bigger issue enforcement, or is it design?
