How will f1 power unit regs affect ers and fuel flow on a qualifying lap?

I’ve been trying to get my head around the new-for-2024 F1 power unit regulations, specifically the move to fully sustainable fuels. I keep reading that the energy recovery systems will become even more critical, but I’m not sure I fully grasp how the electrical power deployment will interact with the new fuel flow limits during a qualifying lap.

I spent a few days watching practice and it felt like the ERS was used more when the engine was capped by the fuel flow limit. On some laps the electric push came in the middle sector and into the late straight to keep the lap pace.

During a race sim we kept the ICE at a low level and leaned on ERS and it still felt like it fell short in the final sector.

Do you think the problem is energy management or is the fuel itself the bigger hurdle for the lap time?

Sometimes I drift to thinking about tiny timing quirks of the electric motors and energy recovery then snap back to the basics of fuel flow and ERS and it still feels fuzzy.
