Should I cite an arXiv preprint in my dissertation?

I'm struggling with how to handle a situation where a key paper I need to cite is only available as a preprint on arXiv. My supervisor says the findings are crucial for my literature review, but I'm unsure if citing it without formal peer review is acceptable in my dissertation. I don't want to undermine my work's credibility.

I ran into this last year when a key finding only existed as a preprint. I flagged it as provisional and explicitly noted it wasn't peer reviewed in the narrative, and I kept the citation but with the caveat. My supervisor said it was okay to reference if the point was crucial, as long as I don't treat it as settled.

On a different paper I waited for the peer reviewed version before citing, but the journal version arrived with a slightly different spin and I ended up dropping the reference because the conclusions felt unstable.

Maybe the bigger issue isn't the citation itself but whether the literature review is asking the right questions. I kept circling back to is this the best evidence for the claim, and sometimes I worried I was giving something with provisional status too much weight.
