What causes 1% lows and micro-stutters during combat after a patch?

I’ve been trying to get my 1% lows up in the new patch, but even with a stable average FPS, the micro-stutters during combat are really jarring. I’m not sure if it’s a driver issue, a background process, or something specific about my in-game settings causing these sudden frame time spikes.

I was chasing those 1% lows after the patch and the graph looked okay, but the frame times spiked during tense moments. I started by closing background apps, disabling Windows game mode, and doing a clean driver reinstall. I capped FPS, tried exclusive fullscreen, and turned off overlays like Discord. Still saw the micro-stutters, so I started suspecting something deeper in drivers or Windows scheduling rather than the game itself.

I did the obvious checks too: High Performance power plan, monitors for thermal throttling, and watching Task Manager for any hidden culprits. A stray process would creep in during fights and push frame times up for a moment. Killing it calmed things a bit, but the stutter would come back when the window was focused again. It felt like noise rather than a clean, repeatable issue.

Do you think the problem is the game or Windows scheduling? It pretty much feels like frame time variance, but I keep worrying there’s a background driver or service throwing a wrench into the timing.

Sometimes I drift off topic and remember I once tried lowering texture quality even though the card wasn't maxed out, just to see if data would move differently. It helped a hair, but then I missed the texture fidelity and stopped. The stutter was still there in fights, so I dropped that line of investigation.
