What could cause a DirectX error and main menu freeze after a new graphics card?

I just got a new graphics card and now my game keeps freezing on the main menu with a DirectX error. I’ve updated my drivers and reinstalled the runtime, but it still happens every single time I launch.

I tried lowering some in-game settings and running in windowed mode, hoping the menu wouldn’t choke. It helped a little for a day, then it came back. I didn’t see a clean pattern.

Maybe I’m overthinking it, but I keep circling back to software. I swapped PCIe slots, checked temps, and nothing changed. It still freezes at the menu on launch.
