What department enforces local land-use rules in my town?

I’m trying to understand how a local ordinance about public land use actually gets enforced in my town. The council passed it, but when I see people clearly violating the rules, nothing seems to happen, and I can’t figure out which department or official is even responsible for following through.

I tried to pin down who enforces it by calling the town hall. They pointed me to code enforcement, then suggested the police if it’s a safety issue. I filed a complaint about a vendor blocking a public path and it felt like I got bounced around. I even skimmed the budget and it looked like enforcement spend is small, so maybe they’re stretched thin.

Last week I saw a group ignoring a park use rule. I called the parks department and they said they don’t issue citations—that’s handled by police or code enforcement depending on the issue. Nothing happened in two weeks.

The system seems to be complaint-driven and split by department. If no one logs a formal complaint, nothing gets inspected. And geography matters; inspectors cover zones, not every block. That would slow things to a crawl.

Just today I snapped a photo and filed a report with the online form, and then I waited. The calendar page said it would be reviewed in a week, and now it’s been ten days with no update.

Is the real problem that people don’t even know who to call, so they just assume nothing will happen? Could it be more about awareness of the process than enforcement itself?
