What rights do landlords have to enter during a tenant's vacation with a pet inside?

I’m trying to figure out if my landlord can legally enter my apartment while I’m on vacation just because a pipe burst in the unit below mine. They left a voicemail saying it was an emergency inspection for water damage mitigation, but I have a pet inside and I’m worried about the notice and my stuff.

Usually a true emergency like a burst pipe lets a landlord enter or start mitigation without the normal notice, especially to stop more damage. But rules change by city and by lease. Some leases say 24 hours for repairs, others grant access during emergencies regardless of notice. The key is that they should protect your pet and belongings as best as they can.

I remember being away when the upstairs pipe burst. They called, then started water mitigation fast. I came home to damp floors and fans everywhere. It felt urgent, and I wished for a clearer plan next time.

Is this really the problem, or is it the risk to your pet and stuff while you’re away? If there’s a true emergency, okay, but you’d want a written plan and a contact for emergencies.

Another awkward piece: ask for a copy of what they did and why. If you can’t be reached, a neighbor or friend as a contact helped. Still, I’d want to know the policy ahead of time instead of guessing.
