What's causing frametime dips and 1% lows after the latest patch?

I’ve been trying to get my frametimes more consistent in the new patch, but my 1% lows keep taking these weird dips during combat that make everything feel hitched. I’ve checked my usual settings and background tasks, but I can’t pin down what’s causing the stutter this time.

Yeah I’ve been there. I rolled back my GPU driver a version and turned off an overlay, but the stutter still showed up exactly as combat started. It’s not a constant drop, more of a quick hitch that repeats a few times in boss fights.

I capped the frame rate, disabled VSync, and set the Windows power plan to High Performance, plus I killed background recording. The dips still show up in crowded scenes. I’m wondering if shader compilation or CPU thread pacing got tweaked in the patch, but I don’t have a smoking gun yet.

I tried watching frame times with an overlay and in-game logs. The hiccup lines up with when a bunch of new particles spawn and effects kick in, but I’ve seen it happen in other combat too. I even did a quick RAM check and nothing obvious stood out. It feels patch-specific but I can’t nail it down.

Question: does the stutter happen only during actual combat, or does it also happen when you’re standing still in menus or at load screens?
