What steps can i take to balance engagement in my small forum?

I’ve been running a small forum for a hobby group for about a year, and lately I’m struggling with how to handle the fact that a few very active members seem to dominate every single discussion. Newer people post once or twice and then vanish, and I’m worried the community feels closed off. I’m not sure if I should gently intervene or just let the group dynamics play out naturally.

I did a small experiment last quarter. I set up a rotating moderator role so different members could start threads and tag a few newcomers to reply. I also posted a simple welcome thread with a one sentence prompt for new folks. We tracked weekly posts and new user replies. New users posted three to five times in the month of the rotation, then it slowed again, so the effect felt real but not lasting.

I keep wondering if the problem is real or just how the forum feels. The very active folks clearly drive most discussions, but maybe that is because they care a lot about the hobby. I did some rough counts and the gap was not as wide as it looks in the feed, and I worry that chasing equality could kill the passion. Is the problem real or is it just how it feels?

Gently intervene but with caveats. I tried direct outreach to new posters in messages offering to pair them with a veteran for a starter thread and it yielded one decent conversation and then nothing. That taught me not to overpromise. Now I just acknowledge good contributions publicly and invite others to respond while keeping expectations loose.

I drifted to thinking maybe the issue is not the forum but timing and topic relevance. We added a monthly what is new in the hobby post at a different time slot and a couple of newbies showed up, but then life got busy and they disappeared again. It is hard to know if anything sticks.
