Why did my character's ultimate cooldown feel longer after the patch?

I just logged in after the latest patch and my main character's ultimate ability feels completely different, like the cooldown is way longer than the tooltip says. Has anyone else noticed their build just not working right after this update?

Yep, noticed it too. After the patch the ult cooldown felt longer and the timer in the HUD lagged behind the actual cast window by several seconds in multiple fights

I ran a small test in the practice dummy area timing three ult cycles. The cooldown shown paused at the timer longer than the tooltip by a noticeable margin

Is this patch even affecting the cooldown math or could it be a UI cache issue I am not sure which one to chase?

Tried a different build and swapped some items and the same delay showed up so it might be more than one thing or maybe the patch did something we won't notice yet
