Why did recycling participation drop after switching to single-stream?

I’ve been trying to understand why our local community’s recycling participation dropped so sharply after the program switched to single-stream collection. The initial social norm seemed strong, but the change in the system’s convenience might have inadvertently altered people’s perception of what was expected.

Yeah I saw the same in our block. Once they switched to a one bin system the vibe changed fast and people who used to sort stopped paying attention. The participation rate in our little HOA survey slid from about 65 percent to around 40 percent in the first month. Contamination rose too with mixed packaging in the bin and a lot of stuff that used to be recyclable ending up in the trash because it looked unclear. I think the convenience argument mattered. If it is all in one bin people assume it is fine and they do not feel the social nudge to do more.

I tried a small nudge by sticking up simple labels and a one page reminder near the bin plus a message at our community meeting. Did not move the needle much. It seems like the new system did not actually make it easier for everyone; some folks still do not know what goes where and the bins look the same so it is hard to tell if they are doing it right. We did a quick survey of 50 households; only about a quarter said they were confident in the new rules.

Maybe the thing is not lack of effort but lack of clarity. If people do not trust what counts as recyclable anymore they wont bother participating. The idea of one bin is nice on paper but in practice it seems to wash away the shared practice of sorting that used to cue people into the norm.

One odd thing I noticed is timing. When we had a clean up day or a block party with a quick bin demo participation spiked for a week or two and then faded again. I am not sure if that is a real lever or just noise. Do you think the real issue is confusing rules or is it something else like habit or attention span?
