Why is negotiating a long-term service contract so hard when terms won’t move?

I’m trying to get a better deal on a long-term service contract, and I’ve hit a wall where the other side just keeps repeating their standard terms without engaging. I’m wondering if I’ve misjudged their level of authority to make concessions—maybe the person I’m talking to genuinely can’t move on price or structure, and I need a different approach to even find out.

I chased a concession for months and kept hitting the same script. I asked to talk to someone with real budget authority, and the reply was that the terms are fixed. It felt like a gatekeeper more than a decision maker.

Do you think the real issue is who has the budget rather than the price? Maybe the person you’re talking to isn’t the one who can authorize changes.
