Finding clients as a freelance graphic designer with no portfolio

I’m a freelance graphic designer based in a small city, and I’ve been trying to build a steady client base for about six months now. My main struggle is finding clients as a freelance graphic designer, especially since I don’t have a big network or a huge portfolio yet. I recently left my part-time retail job to focus on this full-time, so the pressure is really on.

I’ve already tried a few things that didn’t pan out the way I hoped. I signed up for a one-month trial on a platform called Upwork Pro, which cost me about $50, and I submitted maybe fifteen proposals, but only got two low-ball offers that weren’t worth the time—or at least that’s how I felt at the time, though maybe I should have taken one to build reviews. I also tried cold emailing ten local small businesses with a simple one-page PDF of my work, and only one person replied, saying they’d “keep me in mind.” I’ve also posted a few times in local Facebook groups, but that mostly led to people asking for free logos.

What specific, low-cost strategy actually worked for you when you were starting out and had almost no leads? Did you focus on a niche like restaurant menus or social media templates, or did you have a trick for getting referrals without asking awkwardly?
