How can a cohesive color palette be created for digital painting?

I’ve been trying to build a consistent visual style for my digital paintings, but I keep getting stuck on how to develop a cohesive color palette from scratch. I know some artists use a color script to plan this out, but my attempts just look disconnected and muddy when I move from one scene to the next.

I started with three neutral base colors and used a color script to plan the progression across pieces. It helped keep the mood consistent even when the scene shifts.

Could the problem be that the issue is not the palette but how I translate it across value and saturation from one image to another?

I kept a tiny test panel where I logged the exact values in the shadows midtones and highlights and checked that the hue stays in a narrow range.
