How can a community recover when infrastructure is gone and trust is broken?

I’m trying to understand how a community can even begin to recover when the physical infrastructure is completely gone, but the deeper issue seems to be the total collapse of trust. After the fighting stopped, we found there was no shared agreement on what happened or who was responsible, which makes every conversation about rebuilding feel impossible.
