How can i add weight and drag to 2D cloth in frame-by-frame animation?

I’ve been trying to get my 2D character’s cloth to feel like it has real weight and drag as it moves, but my keyframes keep looking either too stiff or weirdly floaty. I’m working frame-by-frame and struggling with the timing of the folds, especially when the character comes to a stop.

I fiddled with frame by frame cloth and it always felt stiff or floaty. I started letting the folds carry a little momentum from the torso and then I cut the frame timing a bit on the stop so the fabric settles. It helped a bit but the end pose still looks odd when the motion finishes.

I tried adding a tiny easing on the top vertices as the limbs change direction. Not a real physics pass, just a vibe tweak. When the character finishes a move and stops the fabric sags more and it does not snap back instantly.

Do you have a reference for how real cloth behaves in that motion?

I got stuck on a cape once when the motion looked good in flight but froze when the feet planted. I wandered into hair dynamics and then realized I was chasing the wrong part of the motion. Not sure if the issue is timing or weight transfer, but dialing back the end frame tempo helped a bit.
