How can I build a stronger design portfolio when clients aren’t hiring?

I’ve been freelancing as a graphic designer for about three years, and I’m starting to feel stuck because my portfolio is still just a collection of student work and a couple of early client projects. I know I need to show more professional, finished pieces to attract better clients, but I’m caught in that classic loop where you need the work to get the work. How do you build a stronger portfolio when you’re not getting the kind of commissions you actually want yet?
