How can I categorize software subscriptions by department for budgeting?

I’m trying to get a handle on our quarterly expense reports, and I’m stuck on how to categorize a bunch of software subscriptions that overlap departments. Our current spreadsheet template just has a single line for “software,” but that feels too vague for proper cost allocation. I’m wondering if anyone has a template or method for breaking these down in a way that makes sense for departmental budgeting.

We split subscriptions by cost center and allocate shares to departments based on the number of users for each tool.

In our file we added vendor and department fields and then used a simple percentage split at quarter end.
