How can I get secondary motion for hair in wind with wave deformers?

I've been trying to animate a character's hair blowing in the wind, but my keyframes feel so stiff and unnatural. I'm using a combination of wave deformers and manual shaping for the secondary motion, but I can't seem to get that soft, fluid overlap right.

I get the same vibe. When I scrub the timeline the motion looks soft, but in the render the strands snap into place and feel stiff.

I tried a combo of wave deformer with a light jiggle on the end, and I kept tweaking the falloff until the overlap felt closer. It never stuck though the motion read as two passes instead of one smooth flow.

Maybe the real problem is elsewhere like the guides or collision. Is the issue actually the wind rig or something in the character setup?

One time I drifted to a quick test with a single strand just to feel the flow, then pulled back because it looked wrong. I ended up with a simpler bend and a smaller amount of motion, and the shot moved on.
