How can we ensure everyone has a voice in local meetings?

I’ve been thinking a lot about how we talk about fairness in our community lately, especially when it comes to who gets a chance to speak up in local meetings. I notice the same few voices always seem to dominate the conversation, and I’m not sure if our current approach is actually creating space for everyone or just reinforcing the existing hierarchy.

I've noticed the same couple of voices dominate the meetings. We tried a rotating speaking slot and a two minute cap, even flagged in the agenda to invite new people. It helped for a little while, but soon the same names were back. The fairness idea felt right, but the effect faded.

I left a friendly reminder in the chat a few days before meetings, inviting quieter neighbors to speak. A few did once, then stopped. Not sure it changed anything long term.

Maybe we're chasing the wrong issue; could the real problem be something else entirely?

Kept a running list of names who spoke and who didn't, and I tried to invite folks by name at the end. After a couple meetings we saw two new voices, but it didn't stay consistent and someone said it felt forced.
