How do i get motion blur behind a sharp subject in street photography?

I’ve been trying to get better at capturing motion in my street photography, but I keep ending up with either a perfectly sharp subject and a static-looking background, or just a blurry mess. I want that feeling of energy, where the subject is mostly sharp but the background has some motion blur to imply speed. I’m struggling to find the right shutter speed and panning technique to make it work consistently.

That energy you want is hard. I’ve noticed when I can hold a fairly steady pan at about 1/125 to 1/200, the background starts to smear just enough while the subject remains legible. The days I’m off and the shutter feels slow, the whole thing blurs or the subject goes soft.

I’ve chased it with around 1/60 and tried to follow with the body, but either the subject loses focus or the motion feels like a smear instead of speed. I end up with a lot of frames that don’t feel alive, or with a frozen face.

Do you think the real blocker is autofocus or lighting? I’ve had hunts in dim places that wreck the pan even at 1/200.

Sometimes I drift to thinking maybe the problem isn’t the shutter at all but rhythm of the scene. I’ll stop and watch a moment, then try again, and the results look different but not consistent.
