How do i manage persistent low-level toxicity in a forum without banning people?

I’ve noticed a few regular posters in our community who are consistently combative and derail threads, but they never quite cross the line into a clear, actionable offense. It’s creating a tense atmosphere where other members are starting to leave. How do you handle this kind of persistent low-level toxicity that’s hard to pin down with a specific rule violation?

I’ve seen that pattern creep in—the comments push and push but never cross a clear line, and it wears people out. We notice it first in tone alone, then in who stays and who leaves. It felt like toxicity in the air more than a single post.

Is the real issue that we’re treating surface behavior while the underlying fear or power dynamics are the real problem?

I’ve tried calling out derailment in the moment and posting a light reminder, but it feels like a bandaid that gets ripped off when new threads open.

I once drifted into a thread about something else entirely and came back later to find the mood shifted after a small timeout. It was like a breath, then it returned to the same rhythm.
