I’m trying to understand how a local zoning variance hearing actually works in practice. I went to one last week about a proposed infill development, and the whole process of who had standing to speak and how the board weighed different testimonies felt opaque, even though the agenda was public.

I went to one last week too and it did feel like the staff and the board were mostly parsing who had standing and who didn t. The public agenda showed who could speak, but the weighing of testimony seemed like a gut call more than a rubric.

I did one thing and it felt like it changed nothing in practice. I filed a written comment before the hearing, then I kept an eye on the docket and counted how many speakers were neighbors against how many from the developer, and I watched how long the chair spent on objections.
