How does the new cyber operations treaty affect digital infrastructure in armed conf

I just saw the headline about the new international treaty on cyber operations during armed conflicts, and I’m honestly confused. It seems like a major step, but I can’t figure out what it actually changes for how countries can legally target digital infrastructure.

I saw the headline too. It sounds like they’re trying to set limits on what targets governments can hit in war, but the wording makes it feel vague. It doesn’t feel like a clean rule book.

I opened the press summary and it mentions proportionality and civilian harm, but there’s also stuff about attribution and what counts as an armed conflict. I’m not sure how it translates when you’re actually deciding to respond to a cyber incident.

Last week our team ran a tabletop exercise and we kept hitting the same snag: who decides if a digital service is critical civilian infrastructure, and who bears the blame if a spillover happens.

Do you think this will change day to day decisions or is it mainly a framework diplomats argue over?
