I’m trying to understand how a local zoning variance I’m applying for gets decided, and I’ve hit a wall. The official flowchart shows it goes to the planning commission, but I’ve heard from a neighbor that the real decision often hinges on a few key council members before it even gets to a public vote. Is that kind of informal influence just how things work, or is my case an exception?
