Should I replace the helmet liner or buy a new helmet for a better fit?

I’m trying to decide if I should get a new helmet or just replace the liner in my current one. The padding has packed out and it’s getting a bit loose, but the shell is still in perfect shape with no impacts. I’m just not sure if the cost of a new one is justified when a replacement interior might fix the fit.

I had a lid that packed out after a season and the shell was fine I tried a new liner and it did feel tighter for a while but it faded after a few rides

If the padding is worn it changes how the helmet sits on your head and that can be a risk even if the shell has no marks

I pulled the liner out and compared what was left and I could feel the foam thinning I bought a replacement from a local shop and tried it for a month but I still felt loose after a few weeks

Do you think the real issue is the padding or something else like how you wear it?
