What’s a free tool for crowdsourcing garden ideas and layout planning?

I’m trying to organize a community garden project and need a way for everyone to contribute plant suggestions and plot designs before we finalize things. I’m looking for a simple, free tool that allows for this kind of shared input and visual planning without it becoming a chaotic mess.

People in our block tried a free shared drawing tool and a simple notes sheet. Folks would drop plant ideas in the sheet and point plots on a basic map image. It stayed manageable for a season, but late planning got messy again.

I would go with a free online board that anyone can edit and a plain shared document for comments. The plan sounded fine in theory but I am not sure it actually stops the chaos or if people will use it.

A moment I recall we drifted off topic one meeting and started arguing about soil tests instead of charts for plots. We came back to the map idea but no one finished a final plan.
