What’s causing micro-stutters on a 4070 Super after a clean driver install?

I just built a new rig with a 4070 Super, but I’m getting these weird micro-stutters in every game, even with high average FPS. I’ve tried a clean driver install using DDU and checked my RAM timings, but the hitches are still there. It’s making my whole upgrade feel pointless.

I had the same stutter after swapping to a 4070 class card. Clean drivers, DDU, RAM checks, even fiddled with a frame cap; it would still pop during big shader passes. In mine it came in waves—sometimes right after loading a new area, sometimes when the camera snapped to a new angle. It felt more like pacing than raw FPS.

I started suspecting CPU or PCIe lane, not the GPU. Temps and clocks stayed fine, but a core would spike a bit during those hitches. I turned off some background tasks in Windows and changed the power plan; it helped only a little, not the core problem. It’s maddening because the numbers look fine on paper.

For one title I disabled the in game overlay and even temporarily paused antivirus scans during play; nothing changed in others. I did notice the occasional frame-time dip when VRAM got jittery, but that was inconsistent and easy to dismiss.

One question: is this happening across games or only a couple? If it’s universal, maybe something on the system side; if it’s just one title, it could be that game's engine or a driver issue with that title.
