What’s causing pixelated, washed-out 4K streaming on my TV?

I just got a new 4K TV and my streaming picture looks terrible, like it's all pixelated and washed out. I'm paying for the highest tier on my main services, but I can't tell if the issue is with my internet speed, the TV's own settings, or something else entirely.

I just set up a new 4K TV too. The picture across apps looked pixelated and washed out at first. My speed test showed about 70 Mbps down, but the app still dropped to a lower bitrate during peak hours. Rebooting the TV and reloading a few streams helped a little, but the problem came back.

I found the TV picture mode makes a big difference. In dynamic or vivid it looked terrible, in cinema or movie mode it felt more natural, though not perfect. I also toggled HDR on and off a couple times and the washed-out look changed, but it didn't fix every title.

I wonder if the issue is the source rather than the TV. Some titles are still delivered at 1080p or low bitrate even on a 4K plan. I compared a 4K HDR demo on a laptop streaming to the same network and it looked better, so maybe the app encoders are the bottleneck.

I keep thinking about the network hardware too. I tested over wired Ethernet and still saw fuzziness on certain apps, which makes me doubt the wifi angle. Is it possible the app itself is the bottleneck?
