I heard a regional negotiator list the sticking points as who controls the relief corridors, how to verify it, and how long the guarantees last. The practical stuff keeps tripping up on the ground—paperwork, trucks stuck at border posts, and the time it takes to move a unit through a checkpoint.

I’m not sure the problem is only the plan. It might be trust and urgency. Even with monitors, who checks them when shots ring out? It often feels like the clock is against any real relief, and the corridor becomes a rumor.
