What does the new treaty actually change for people on the ground?

I just saw the headline about the new treaty being signed, but I’m confused about what it actually changes on the ground for the people living there. The news report called it a landmark agreement, but I’m having a hard time seeing past the official ceremony to what it means for daily life starting tomorrow.

I watched the signing too but in my town the buses ran as usual today and the shop prices felt the same.

A local clinic said the new rules might cut red tape for patients but we wont see the change yet.

Maybe the real question is whether people even know about the details and if the government will explain it in plain language.

I asked at the community center and they said there is a small grant for a local farm and some new school aid starting tomorrow but you need to register.
