What driver or setting fixes choppy 1% lows on my 4070 Super?

I just upgraded to a 4070 Super expecting a huge boost, but my 1% lows in Cyberpunk still feel really choppy during heavy combat. I’m using the in-game benchmark and my average FPS is great, but those sudden dips are really noticeable. I’m not sure if it’s a driver setting, a Windows power plan thing, or something else causing the inconsistent frame pacing.

I swapped to a 4070 Super and the benchmark looks fine but those frame dips in big fights still feel rough. The 1 percent lows drop hard when the scene gets chaotic.

I tried different driver sets and even toggled DLSS off and on a few times but the lows barely budged. I did notice the peaks still come and go.

I closed some background apps during a test and the game seemed a touch smoother for a stretch, but then a new spike showed up during a heavy explosion.

Have you tried capping the frame rate to a steady value and seen whether that steadies the lows?

I found switching to the High Performance power plan and setting the driver to maximum performance helped a bit but not a cure. the pacing still wanders during busy moments.

I keep wondering if the real issue is the cpu or ram getting taxed during the big scenes and not the gpu at all. it still feels like a mystery more than a fix.
