What should I do about a member who posts within the rules but stirs conflict?

I’m struggling with a new member who consistently posts technically within our rules but always seems to stir up conflict right at the line. Their comments derail threads and put other members on edge, but when I review them, each post alone doesn’t quite cross into a clear violation. I’m not sure how to handle this pattern without a specific rule being broken.

I've seen this pattern in our group too. Posts stay within the rules but the vibe shifts every time that person joins a thread. People tense up and threads derail even though nothing technically breaks

Maybe the real issue is the topic not the person. Maybe we are asking for a tone change in a space that already runs hot. It could be that the problem is the culture more than one comment
