What step am I missing to open the lighthouse door in The Last Stand?

I just finished The Last Stand and I’m stuck on this one puzzle in the old lighthouse. I’ve tried every combination of the light signals I can think of, but the door won’t budge. Did anyone else hit a wall here, or am I just missing something obvious about the game's logic?

Could it be the puzzle isnt about light at all but a sub signal from the fog horn that I ignored?
