What techniques create natural secondary motion for 2D hair?

I’ve been trying to get a more natural, flowing movement in my 2D character’s hair, but my keyframes still feel so stiff and blocky. I’m working straight ahead, drawing each frame, but I can’t seem to nail that secondary motion where it whips and settles convincingly.

I was in the same boat last month, drew frame by frame, and the hair felt stiff until I tried a tiny overshoot at the root on the first frame and eased it in over the next few frames.

Could the real issue be the camera timing or the torso motion rather than the hair itself?

I tried separating hair into its own layer and animating follow-through after the main pose, but when the body moved the tail still read flat.

Sometimes I drift and let weight come from the silhouette and then backfill a few frames, not perfect but it helps it breathe.
