Why do my 1% lows still dip with a 4070 Super and how do I fix stutter?

I just built a new PC with a 4070 Super and I’m hitting a solid 144 fps in most games, but my 1% lows are still dropping into the 40s during intense fights. It’s really jarring and makes the high average frame rate feel pointless. I’ve tried adjusting settings from ultra to high, but the stuttering persists. Has anyone else dealt with this kind of inconsistent performance where the game just hitches at the worst moments?

I’ve seen it too. The averages stay solid while the 1% lows crash during heavy fights. VRR helped a bit on my end, but the hitching still shows up when the scene suddenly loads a bunch of assets.

I spent weeks fiddling with drivers and tweaks, and sometimes it felt random. One patch would smooth things for a day, then it would go back to the same pattern with no clear trigger.

Could be a game engine thing, or maybe memory bandwidth starving the GPU when lots of effects stack. I’m not convinced the GPU alone is the culprit.

Have you tried turning off Windows Game Mode or using fullscreen vs borderless? It might not be the magic fix, but it was one of the few things that changed my frame pacing a little.
