Why is aid for our town clinic diverted to another district?

I’m trying to understand how the aid meant for our town’s clinic keeps getting diverted to a different district entirely. We see the trucks pass through, but the supplies never arrive, and now people are going without basic medicines. How does this happen so systematically without any accountability?
