Why is my FPS tanking in specific areas despite low GPU/CPU usage?

I’ve been hitting a weird wall in the new patch where my FPS just tanks in specific areas, even though my GPU and CPU usage both drop below 50%. It feels like the game is just refusing to use my hardware, and I can’t figure out what’s causing the bottleneck.

That patch haunts me too. In certain rooms the frames just tank and the GPU idles around mid usage while the rest of the world stutters.

Temps are fine here and I’m not pushing power limits, so it didn’t feel like thermal throttling. It just dropped frames for no obvious reason.

I tried tweaking the in game options and even disabled some dynamic effects, but the wall of stutter would cycle back after a minute.

I did a shader cache clear after patch and honestly it helped for a bit, then it came back as the map loaded new stuff.

Maybe the patch changed how assets stream in that area, so the game waits on loading while the frames hitch instead of hammering the GPU.

Do you think maybe it's a software limiter or a driver level cap in those zones, rather than hardware?
