Why is VCT Pacific playoff seeding so confusing with head-to-head results?

I’ve been trying to follow the VCT Pacific regular season, but I keep getting confused about how the seeding actually works for the playoffs. The way they handle map wins and head-to-head results seems inconsistent when teams are tied in the standings.
